The SENEGAL Forum on "Education For All", expressed concern about the lack of quality in much of the Basic Education that is currently being provided. Need was accordingly felt to improve both the delivery methods and the deliverables.
In the South Asian context, mostly the Non-Governmental Agencies (NGOs) are involved in the area of illiteracy eradication and the delivery of basic education to marginalised and disadvantaged groups of the population.
It has accordingly been decided to convene an International Conference on Quality Issues in the Delivery of Education For All, particularly with reference to Open Basic Education. The Conference would discuss, examine and define issues that contribute to quality in the delivery of Basic Education and Literacy Training in general, and particularly in relation to Open Schooling. The discussion will focus on examining various criteria that are used to determine if the education and literacy that is being provided is of good quality, and on developing a means through which the education that is being provided can be evaluated to ensure that it is of a good quality.
The International Conference has been sponsored by the Commonwealth Of Learning (COL), Canada and is being organised at Hyderabad (India) by the National Open School (NOS), New Delhi (India). Assistance of other International Agencies like UNICEF, World Bank and UNESCO etc. would also be sought as co-sponsors of the Conference, but it is yet to be finalised. Besides this, these international agencies may depute experts from their organisations as their nominees to the Conference.
The Commonwealth Of Learning (COL) has a mandate to encourage the development and sharing of Open Learning/Distance Education, materials, expertise and technologies and other resources for students throughout the Commonwealth. The purpose of Commonwealth Of Learning (COL) is to create and widen access to education and to improve its quality using Distance Education Techniques.
National Open School-an Autonomous institution set up by Department of Education, Ministry of Human Resource Development, Government of India, has emerged as a unique organisation constituting in itself functions of Teaching Institution which adopts Open Learning and Distance Education Methodology, examining role of a National Board and the quality assurance and resource support role of an Apex Agency at the National Level.
Participants would include representatives from a number of agencies/institutions in India, international agencies in South Asia, and some of the other Commonwealth countries that are involved in the delivery of Basic Education and Literacy Training.
The major themes would be discussed in various Sessions of the Conference. Each Session would be followed by Round Table Conferences in two Sections namely (i) dealing with education of learners upto the age group of 14 years and (ii) dealing with education of learners in the age group of 14 years and above. The recommendations of each Section will be presented and discussed in the Conference.
The Report of the Conference will define Quality Education and outline the Issues relevant to the Delivery of Quality in Basic Education and Literacy Training. The Conference would assist in disseminating information about these Issues, through a Report.
It has been decided to convene the International Conference at Hyderabad (India) for a period of four days from 16th to 19th January, 2001. Boarding, lodging and other arrangements are being finalised and would be communicated in due course.
International travel cost and per-diem expenses (to meet local expenses regarding boarding and lodging etc.) of a very limited number of participants could be met by the Organisers of the Conference. The participants are requested to find funding from their own resources. International agencies like UNESCO, World Bank, UNICEF etc. could be approached for bearing travel cost and per diem expenses etc.
Foreign participants may send their Personal particulars in the enclosed proforma. An
abstract of their paper may be sent to National Open School by 30th September, 2000. Full
paper, alongwith the Diskette in MS-Word 97/2000, may be sent by 31st October, 2000. Personal

The paper contributors may seek sponsorship from their institutions. NOS could also consider requests for such funding in exceptional cases.
